While James's supporters viewed hereditary succession as more important than his personal Catholicism, they opposed his policies of 'Tolerance' under which Catholics would be allowed to hold public office and engage in public life. Opposition was led by devout Anglicans [10] who argued that the measures he proposed were incompatible with the oath he had sworn as king to uphold the supremacy of the Church of England. In an age when oaths were seen as fundamental to a stable society, by demanding that Parliament approve his measures James was seen not only to be breaking his own word but requiring others to do the same. Parliament refused to comply, despite being "the most Loyal Parliament a Stuart ever had". [11]

There was much greater sympathy in Scotland for a 'Stuart heir', and the 1681 Succession Act confirmed the duty of all to support him, 'regardless of religion.' [6] Over 95 percent of Scots belonged to the national church or kirk; even other Protestant sects were banned, and by 1680, Catholics were a tiny minority confined to parts of the aristocracy and the remote Highlands. Coup Reformation

The Pilgrimage of Grace was a more serious matter. The revolt began in October at Yorkshire and spread to the other northern counties. Around 50,000 strong, the rebels under Robert Aske's leadership restored 16 of the 26 northern monasteries that had been dissolved. Due to the size of the rebellion, the King was persuaded to negotiate. In December, the Duke of Norfolk offered the rebels a pardon and a parliament to consider their grievances. Aske then sent the rebels home. The promises made to them, however, were ignored by the King, and Norfolk was instructed to put the rebellion down. Forty-seven of the Lincolnshire rebels were executed, and 132 from the Pilgrimage of Grace. In Southern England, smaller disturbances took place in Cornwall and Walsingham in 1537.
